The eternal God is holy (Isaiah 6:3). His holiness makes it impossible for Him to lie, for by "holy" is meant that God is absolute, transcendent purity. He does not conform to the standard; He is t...

Its simplicity Numbers 23:19 KJV states that “God is not human that he should lie”. Then Psalm 92:15 states… “to declare that the Lord is upright.” Lastly Psalms 89:14 states “righteousness and justice are the foundation of your throne”. Based on these scriptures God cannot lie because it is not in his character, his makeup or as we say his DNA. Allow me to be factious for a moment, even if the Lord could lie it would be the truth because he is God. Example say that today is Tuesday all day long and the Lord declares that it is Wednesday, guess what? It’s Wednesday. But all jokes t aside though a Kings throne is established in righteousness therefore the Lord cannot ever, ever.., lie.
No, God cannot lie because when we intentionally lie to someone we are attempting to deceive them for selfish purposes, and that is sin. God's character is utterly perfect. God is philosophically defined as a Maximally Perfect Being (MPB). An MPB would never lie because a MPB will at all times act within their character, and as God's character is perfection, He never has need nor desire to lie. So no, God cannot lie because if God were to lie, then He would no longer be a MPB, and would therefore no longer be God.
Heb_6:18 That by two immutable things, in which it was impossible for God to lie, we might have a strong consolation, who have fled for refuge to lay hold upon the hope set before us: If God lied JUST ONCE then Satan would be His Father because by God's own Word - John 8:44 Ye are of your father the devil, and the lusts of your father ye will do. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it. Satan will NEVER EVER BE GOD"S FATHER!
My answer is from a different perspective. Most answers to this question are answered by quoting what the Bible says (which is good and reliable and the correct way to answer this question), but if someone is questioning the validity of God or the Bible because they do not as yet have Faith, then those answers are not worth as much. Therefore, I will address this question outside of the Bible. By definition, God is omnipotent. Whatever He says has to happen. Therefore, if God uttered something that was not true, it would immediately become true rendering it's untruthfulness void. For example, if God said the ocean is purple and has always been purple, the ocean would be purple and would always have been purple and no one would remember it as having been anything other than purple. The statement would not be false. That is what omnipotent means, having unlimited power, able to do anything. If it took creating an entire new universe, God's statement would have to be true. Therefore, NO, God cannot lie.
Because God can not lie is how we know we are absolutely going to heaven when we die. Since when Jesus went to the cross to pay our sin debt in full by His blood sacrifice for all our sin, we are given eternal life through Him who saved us be grace. John 3:16 says, For God so loved the world, (that is all of us) that He gave His only Son, (Jesus) that WHOSEVER, (anybody) believes on Him, will not perish, (die the second death) but have everlasting life. God said it, so we know it is true, and if we believe it, we have eternal life. It is all by grace without anything from us. Our works. Romans 4:5. Romans 11:6 says if salvation is by grace, (what Jesus did for us on the cross} then it is not dependent on what we do. (Our works). If It was dependent on what we do, (Our works), then it would no longer be grace. When we accept Jesus finished work on the cross as full payment for all our sin, we are given his righteousness through the spirit of God that lives in us. Ephesians 1:13 When we received the free gift of salvation, we are sealed by the Holy Spirit of promise that says I will never leave you or forsake you. Jesus said He has paid our way to heaven with His own blood sacrifice and we can not be separated from His love. Eternal life is forever life, because Jesus has given us His righteousness through the spirit of God that lives in us. Romans 4:5 So if God says all these things, then we know they are true, because God can not lie. All we have to do is believe what God said.
Our Heavenly Father as well as his only begotten son Jesus and the Holy Spirit can not lie to us because they are holy. To be holy they can not sin in anyway. If Jesus was not a sinless sacrifice, our religion of Christianity would be in vain. We become holy in the sight of God by grace through faith in Jesus Christ's sinless sacrifice of himself. He laid down his life and surrendered his life willingly in the Garden of Gethsemane to those who desired his death and plotted it for some time until Jesus finally allowed it. In John when they first approached the crowd with Jesus in the garden and they asked for him, it is written in scripture that when He said, "I am he," that they all fell to the ground by the power of his reply. (John 18:6) When they got up and asked for Him again, He surrendered himself willingly for his time of suffering had finally come. This was just another proof of the power that Jesus withheld so that they could take him to suffer many false accusations, persecutions, sufferings and final crucifixion. Wow! What a powerful savior that we have in Christ Jesus. God is not a man that he might lie to us. (Numbers 23:19) All of his promises are yes and amen. (2nd Corinthians 1:20) This is scripture that must be believed on and in so doing, you might be a partaker of the divine nature of God obtained by faith--not by works lest we might boast in ourselves. Our Father chooses to save and heal whom he chooses to heal or save. We can choose God and we can reverently pray without wavering and receive anything from God if we have unwavering faith. (Matthew 21:21) Faith without works is dead or accomplishes nothing. Faith pleases God and activates the power of God to save, heal or deliver. (James 2:14-26) God does not lie, but we may waver or give up on our requests or petitions. The fervent prayer of a righteous man avails much. (James 5:16)
Can God Lie? Internal evidence says, “God is not man, that he should lie, or a son of man, that he should change his mind. Has he said, and will he not do it? Or has he spoken, and will he not fulfill it?” (Numbers 23:19). Hebrews 6:18 So that by two unchangeable things in which it is impossible for God to lie, we who have taken refuge would have strong encouragement to take hold of the hope set before us. Titus 1:2 In hope of eternal life, which God, that cannot lie, promised before the world began; In Titus 1:2) we have assurance for the future because of God’s promises, and God cannot lie (see above, Num. 23:19). We are born again “unto a living hope” (1 Peter 1:3 NIV) because we have trusted the living Christ. We, believers, have eternal life now (John 3:16; 1 John 5:11-12), but when Jesus Christ returns, we will enjoy eternal life in an even greater way. God can be trusted. So don't be evasive or deceptive with God. Don't be lukewarm about the truth. Don't “take pleasure in unrighteousness” (2 Thessalonians 2:12) and forsake the “love of the truth.” If you do, you may be abandoned to a strong delusion 2 Thess 2:11) and never be able to see again. 2 THESSALONIANS 2:10 KJ21 and with all the deceit of unrighteousness in those who perish, because they received not the love of the truth, that they might be saved. OJB And with all deception of resha (wickedness) for those who are perishing, because they were not being mekabel (receiving) the Ahavas HaEmes (Love of the Truth) so that they have the Geulah deliverance. Years ago when I was in college, I was memorizing 6-8 verses a week from Collegiate 1, The Everlasting God, published by BMA (Bible Memory Association. In the booklet, there were these verses on The God of Unchangeable Grace and Truth: Psalm 100:5 For the LORD is good; his mercy is everlasting, and his truth endureth to all generations. Exodus 34:6 And the LORD passed by before him, and proclaimed, The LORD, The LORD God, merciful and gracious, longsuffering, and abundant in goodness and truth, Isaiah 25:1 O LORD, thou art my God; I will exalt thee, I will praise thy name; for thou hast done wonderful things; thy counsels of old are faithfulness and truth. Numbers 23:19 God is not a man, that he should lie; neither the son of man, that he should repent: hath he said, and shall he not do it? Or hath he spoken, and shall he not make it good? So helpful to me at the time as I spent 2 years in a secular university (ASU). This booklet is also available for purchase here: https://scripturememory.com/the-everlasting-god-collegiate-book-1.html
