The words deacon and minister both mean the same thing: servant.

Deacon comes from the Greek word diákonos (διάκονος) which means "servant". Minister comes from the Latin word minister which means "servant, attendant"

So Philip was both a minister and a deacon. But of course his main position in the Bible was apostle.
