We first need to realize our present condition which is universal. "For all have sinned, and come short of the glory of God;" (Romans 3:23) "Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned:" (Romans 5:12) There is nothing we can do to merit salvation and save ourselves. " For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: Not of works, lest any man should boast." (Ephesians 2:8-9) God has only provided one means of salvation which is by and through the substitutionary sacrifice of His Son's shed blood, death, burial and resurrection. "Neither is there salvation in any other: for there is none other name under heaven given among men, whereby we must be saved." What must we do? " That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation." (Romans 10:9-10). We must repent, agreeing with God that we are lost, undone and destined to eternal punishment and separation from God, that the Lord Jesus Christ has paid our sin debt on the the cross. Confess this and ask The Lord to save you. On the authority of God's Word, He Will! The Holy Spirit will then come and reside within you permanently.
I agree with Bonnie, the Holy Spirit is a gift; but if you think you have not received Him and would like to invite Him, you need to ask for Him. Matthew 7:11 clearly states that God will give you all the good gifts if you keep on asking.
