What does Jesus mean when He says, "The time is fulfilled, and the kingdom of God is at hand?"

Does this mean that all prophecies also have been fulfilled or are there more to be completed?

Mark 1:15

It does not mean that all prophecies have been fulfilled.

It meant that the ministry of Jesus and an new era of man's relationship to God had begun. This was the start of Jesus preaching the Gospel.

See Gal 4:4 as well. Man was moving from being under the Law to being adopted into the family of God.

I think this means simply what it says. The prophets of the old testament foretold of the Christ coming. Israel should have recognised Him by all the signs. Especially the Gospel of John is full of them. Israel always needed signs. 

Therefore, the time is fulfilled means, Christ has now come, is here, as predicted. 

The Kingdom of God is at hand means now this is accessible to you - if you repent and believe the Gospel, you can be a member of this Kingdom. 

Daniel was a prophet. There are still prophecies that have not been fulfilled.

Good question, Georg! No, it does not mean all prophecies have been fulfilled. Compare St. Paul’s “in the fulness of time” (Galatians 4:4; Ephesians 1:10). I think Jesus meant that the prophecies of the kingdom and the expectation of those being fulfilled are being fulfilled right now because I, the King, am here.
