What does the prophecy of Hosea 1:11 mean by, 'then shall the children of Judah and Israel...appoint themselves one head?'

Hosea 1:11

NASB - 11 And the sons of Judah and the sons of Israel will be gathered together, And they will appoint for themselves one leader, And they will go up from the land, For great will be the day of Jezreel.

After the death of Solomon, Israel divided into the northern ten tribes (Israel), which broke away and became a separate nation under Jeroboam, the son of Nebat, while the southern tribes of Judah and Benjamin remained loyal to Solomon's son Rehoboam and became the kingdom of Judah, with its capital still at Jerusalem (1 Kings 12).

After Israel (the northern kingdom) was subsequently taken captive by the Assyrians and removed from the land (2 Kings 17), Judah was also exiled to Babylon for seventy years (2 Kings 25).

These events effectively erased the distinction between the two kingdoms. Those who returned to the land were under one leader (Zerubbabel).

From a future standpoint, this prophecy was also referring to the gathering (or "going up") of the people of Israel (Jezreel meaning the "seed of God") from the various places throughout the world where they had been dispersed, and their ultimate rule by Christ in the end times.
