Today and every day since Christ no one is under the law. Christ did away with it when He fulfilled it all and instituted salvation by faith in His death burial and resurrection. No one is any longer bound by the old testament laws and ordinances. Followers of islam and and many Christians fail to understand this. Christ did away with the law and replaced it with something more effective. Read the entire book of Hebrews this is the complete subject of the book. The law could not, and did not save; Christ does and therefore places upon our hearts and conscience all that the law could not - a desire to to right from within and not through outward signs that the law compels us to do. We do right because Christ did right and lives in us. It is His righteousness that is reckoned and count not ours. So since the law has been fulfilled God no longer sanctions the punishment for blasphemy by death, but by forgiveness.
In my opinion Michael has put fore the Biblical and historical references to this question. I'll address a different view with a more current tack of reference using today's vernacular to express the difference between the Bible and Islam. (Malachi 2:7) The God of the Bible demands your blood for the trespass of sin period. Now if you are a believer in the Lord Jesus, then and only then will His blood thus cover and pay what is still demanded by God. (1 Corinthians 7:23; Ephesians 1:7) Islam's Quran and Hadith does not offer any such mercy to anyone from it's start in the seventh century to our present day times. Also please note that any and all blasphemy is judged in the eyes and ears of your Islamic scholar (executioner). (Mark 7:21) The simple everyday things taken for granted in the West such as wearing a cross or carrying a Bible or simply asking a question is considered blasphemy. Sura 33:61 They shall have a curse on them: wherever they are found, they shall be seized and slain (without mercy). Sura 5:33 The punishment of those who wage war against Allah and His Messenger, and strive with might and main for mischeif through the land is: execution, or crucifixion, or the cutting off of hands and feet from opposite sides, or exile from the land: that is their disgrace in this world, and a heavy punishment is theirs in the Hereafter; Another misconception put fore by the effeminate intelligentsia of the West goes something like this, there is a difference between true Islam and a fanciful form of radical Islam, when in truth there is but one Islam, anything else is haram. Please note the Arabic word Muruna translates as "flexibility" and sanctions deception and lying when dealing with any infidal unbelievers, my wasn't a deal just cut lately? This Islamic juggernaut, has but one ultimate goal and that is to bring into submission all other forms of government and their people into involuntary servitude under their banner, aka the religion of peace. The Islamist are more than willing to employ whatever means to obtain this utopia in the here and now and the so called moderates are willing to wait and obtain the same utopia on the installment plan, that's the only difference.
