As I understand Biblical customs, the reference to "strike hands" is the equivalent of shaking hands with someone as a token of agreement or commitment to a decision or a course of action. In this verse, Solomon is cautioning the reader against becoming liable for someone else's debts or obligations to a third party (such as through co-signing for a loan, or by agreeing to pay another person's debts if the person himself cannot pay them, or defaults on them). (The English Standard Version translation of the verse cited in the question conveys this meaning somewhat more clearly to modern readers than the King James Version.)
