In my opinion, "spiritual criminality" speaks of conditions or actions which, although they may not be criminal in a legal sense, damage or dull an individual's conscience, sense of right and wrong, or sensitivity to the feelings or needs of others.

These conditions or actions cannot be overcome by the passage of laws or other measures that are external to the individual, but require an inner transformation or renewal of attitudes and perspective.
