What does it mean: the Lord will put His slavation in Zion and give His glory to Israel? (AMPV)

“I bring near My righteousness [in the deliverance of Israel]; it shall not be far off, and My salvation shall not tarry; and I will put salvation in Zion, for Israel My glory – yes, give salvation in Zion and My glory to Israel.” (Isa. 46:13 AMPV).

I see this verse as having a dual meaning or interpretation. In one sense, it refers to God speaking of His imminent involvement in accomplishing the temporal/physical deliverance of Judah from its captivity in Babylon through the intervention of Cyrus the Great of Persia. The phrases "put salvation in Zion" and "give salvation in Zion and My glory to Israel" refer to this deliverance.

In a symbolic or prophetic sense, I also see this passage as referring to the coming of Jesus, the Messiah and God incarnate, who would be the One who would achieve full and final salvation (spiritual deliverance from sin), not just for Israel, but for all the world. He would be (as Simeon referred to Him in Luke 2:32) "the glory of...Israel".
