NASB - 30 When Jehu came to Jezreel, Jezebel heard of it, and she painted her eyes and adorned her head and looked out the window.

In my opinion, it was possibly a vain (in the sense of both futile and prideful) effort on her part to exert the same seductiveness and control over Jehu that she had once held over Ahab, even though she was by then long past her physical prime. Alternatively (or perhaps in addition), in light of her taunting speech to Jehu (2 Kings 9:31); the circumstances of Jehu's arrival (just having killed Joram (also called Jehoram), who was the king of Israel and the son of Ahab and Jezebel) (2 Kings 9:24); and Jehu's prior denunciations of Jezebel (2 Kings 9:22); as well as possibly remembering the prior prophecy of Elijah as to the manner of her death (1 Kings 21:22), she may have anticipated that her death at the hands of Jehu was imminent, and (again, pridefully) wanted to look as good as she possibly could when she was killed.
