If I am interpreting the question correctly, I would say that swimming in a public pool (or any similar setting, such as a beach) would not be a sin in and of itself, but that it would be advisable for Christians to be vigilant with regard to their dress, actions, and thought lives in such a setting with respect to temptation (both of themselves, and knowingly being a source of temptation to others).

God created men and women to be physically attracted to one another, but He also created a framework (marriage) for that attraction to be fully expressed.

When such attraction turns into lust outside of that commitment (which Christ equated with adultery (Matthew 5:27-28)) (either from the standpoint of regarding others only as objects for sexual gratification, or acting in a manner that is designed or intended to attract such lustful attention from others through attire or conduct -- both of which (it seems to me) a public swimming location (as compared to a private pool or setting) would be more likely to promote), then that would not (by my reading of the Bible) be a God-honoring use of a Christian's time or effort.
