How did the Spirit of the Lord begin to stir Samson? (13:24-25)-- 24 The woman gave birth to a boy and named him Samson. He grew and the Lord blessed him, 25 and the Spirit of the Lord began to stir him while he was in Mahaneh Dan, between Zorah and Eshtaol.

In my opinion, this verse is merely indicating that, although Samson was appointed by God as a Nazirite even before his conception (as described in Judges 13:1-20), the Holy Spirit first began to visibly manifest His presence in Samson (perhaps through displays of Samson's extraordinary strength) at the location described (which apparently was the general locale in which he was raised, since his father Manoah was described in Judges 13:2 as being from Zorah in the territory of the Danites (that is, the land allocated to the descendants of Jacob's son Dan (Genesis 30:1-6)(Joshua 19:40-48)). However, I would say that the general reference in Judges 13:25 to the Spirit of the LORD beginning to stir him did not yet pertain at that point to any specific actions he took in his divinely-appointed capacity as a judge or as a deliverer of Israel from the Philistines (Judges 13:5), since that account appears to begin in the next verse (Judges 14:1).
