Why weren't the Levites counted like all of the other tribes were?

Is there an explanation as to why the Levites were not to be counted?

Numbers 1:47 - 49

NKJV - 47 But the Levites were not numbered among them by their fathers' tribe. 48 For the LORD had spoken to Moses, saying:

I would say that, since God's direction to Moses in Numbers 1:3 centered specifically on counting males twenty years of age and older who were able to go to war, the Levites were not included because, as the tribe given sole responsibility for the care of the tabernacle and for conducting the religious life of Israel, they were not to be involved in military operations.
