Why will God "answer" before someone calls? (Isaiah 65:24)

24 “It shall come to pass
That before they call, I will answer;
And while they are still speaking, I will hear.

I would say, first, that God, being both omnisicent and outside of time, is capable of the type of foreknowledge (including of human thoughts before they have been spoken or acted upon) noted in the passage cited in the question (Psalm 139:1-4; Matthew 6:8). 

Also, in the passage cited in the question, God is speaking of the "new heavens and new earth" that He will create for His followers in eternity (similar to the vision given to the apostle John in Revelation 21).

Those redeemed by faith in Christ, who will inhabit this domain, will find that their faith will have been brought to a state of perfection or completion that is impossible in this present life and world. They will be in such a state of complete harmony with God that any requests that they may make of Him (either in prayer or by calling on His name, or (as mentioned above) even in their thoughts) will be in such total accord with His will that the speed of His response will be indicative of His foreknowledge of those requests.

The short answer is to increase our Faith.

I have heard a number of stories where missionaries in dire circumstances needed an unusual item in life or death situations, then after praying for God’s provision, a package would arrive the same or next day with a shipping label dated as much as 3 weeks before the prayer that contained the exact thing needed with no one having ordered it. Like an incubator right after a newborn was born prematurely and had no hope of survival without it.

Yes, to build our Faith. But the real answer is because He IS God!
