ESV - 17 The Lord your God is in your midst, a mighty one who will save; he will rejoice over you with gladness; he will quiet you by his love; he will exult over you with loud singing.

This chapter in Zephaniah describes what happens after God has completed his judgment against the nation of Israel. He had used oppressors to punish them for their evil deeds. But when the judgment was finished God removed all these corrupt and arrogant people from his nation of Israel. The people who were left were humbly and lowly people who were ready to be faithful. God comes into their midst again and He encourages them to shout for joy and praise the Lord. God felt gladness, joy and love for the faithful people who remained and he longed to feel the same from his people in return. God was beginning a close, personal relationship with Israel once again.
I think it means that "[God] causes [you] to be silent by his love,” that is, “he soothes [you] by his love.” My answer is based on the verb, יַחֲרִישׁ֙ The Hiphil (causative) form of this verb according to BDB, a Hebrew lexicon, is causative.
