To my knowledge, the origin of Hallowe'en is not at all related to Satan. It is one of multiple formerly pagan observances that were absorbed and changed to a Christian significance as those pagan people were converted to Christianity. 

In the case of Hallowe'en, my understanding is that the ancient Celts celebrated the beginning of the new year on the day that is now November 1. (This was also related to the completion of the annual harvest in that time frame, which connected the time with the occurrence of the death of foliage.)

On the night prior to that day, the Celts therefore believed that the boundary between the living and the dead became blurred, and, specifically, that the spirits of the dead returned to earth. When the Celts were converted to Christianity, the Church gave those occasions new Christian significance as All Hallows' Eve and All Hallows' (or All Saints') day in honor of Christians who had died in the faith.
