Deuteronomy 28:13
ESV - 13 And the Lord will make you the head and not the tail, and you shall only go up and not down, if you obey the commandments of the Lord your God, which I command you today, being careful to do them.

To me, the primary difference between the two would be that the passage from Deuteronomy conditions the benefits to be received upon obedience to God (which is always in humans' best interest, even in the absence of any tangible benefit from it), while the modern "health-and-wealth" gospel (although it may invoke God's name) is ultimately founded upon the strictly material motive of enriching those who are promoting or subscribing to it. Also, anything related to health and wealth (as a benefit of supporting a ministry) will end with this temporal life, while obedience to God will provide eternal benefits, regardless of the material status of the believer in this world.
