ESV - 8 Owe no one anything, except to love each other, for the one who loves another has fulfilled the law. 9 For the commandments, "You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet," and any other commandment, are summed up in this word: "You shall love your neighbor as yourself.

I would say that Jesus directly answered that question in the parable of the Good Samaritan (Luke 10:25-37), in which He indicated that our neighbor is not determined by physical distance; by nationality; or by the feelings that we may have or not have toward a given person, or that the person might have or not have toward us. Instead, it is anyone toward whom we can show the same love that God has shown us, with no consideration of whether the other person "deserves" it or can "repay" it, either emotionally or materially (Matthew 5:44-48; Luke 6:32-36), and especially if the other person is in a situation of needing the helpful actions that would be the visible demonstration of our love.
Jesus had a different definition for neighbor than the local rulers, Pharisee, Scribes and certainly the Roman occupation forces. If we are to honor and be loyal to Jesus we must use His definitions. Based on the references below, a neighbor is a person living in the same vicinity, a colleague, people on the road with you, fellow travelers, bedouins, those engaging in mutual activities, and for whom one takes some consideration or responsibility. Jesus, and God in our scriptures convey a major concern of how we treat our neighbor. By this we demonstrate our love. Leviticus 19:18; Deuteronomy 19:11-14; Deuteronomy 27:24; Proverbs 14:21; Habakkuk 2:15. Isaiah 3:5; Jeremiah 9:4-9; Micah 7:5-6. Matthew 5:43; Matthew 5:44. Luke 10:29; Luke 10:30-35; Luke 10:37; Matthew 25:35-39; Mark 12:33;Romans 13:9-10; Galatians 5:14;Galatians 2:8; James. If you created a species of loving and caring beings, how would you want them to go about caring for one another?
