By my understanding, every Sabbath was to be a day of holy convocation, when the people would meet together to worship God. However, there were also other days during the year that would not necessarily fall on an actual seventh-day Sabbath, but that had been commanded by God as days on which the people would also gather together for worship, and which would therefore also be a day of rest. Such convocations are referenced in passages such as the following:

Exodus 12:16
Leviticus 23:7
Leviticus 23:21
Leviticus 23:24
Leviticus 23:27
Leviticus 23:34-36
Numbers 28:17-18
Numbers 28:25-26
Numbers 29:1
Numbers 29:7
