ESV - 16 These were the names of the men whom Moses sent to spy out the land. And Moses called Hoshea the son of Nun Joshua. 17 Moses sent them to spy out the land of Canaan and said to them, "Go up into the Negeb and go up into the hill country.

Ten of the twelve men (all except Joshua and Caleb) that Moses sent to spy out the land thought that the Israelites had reason to fear the inhabitants of the land because of the inhabitants' powerful nature and large size, as well as their fortified cities.

Joshua and Caleb had noted the same things, but had faith (which the rest of the spies lacked) that God would enable the Israelites to overcome those challenges. (As a result, they were the only Israelite adults who were eventually allowed to enter Canaan. The other ten spies were slain by God immediately (Numbers 14:36-38), and all the other Israelite adults died during the subsequent forty years of wandering imposed by God as a punishment for the Israelites' lack of faith in Him (Numbers 14:29-35).)
