The intent of the cited verse is also reflected in Isaiah 12:4. By my understanding, the reference was not among all the people of the earth, but among God's chosen people specifically, so that they would be continually reminded of what God had done on their behalf. (This interpretation is reinforced by verses 5 and 6 in the same psalm -- "Remember the wonders he has done, his miracles, and the judgments he pronounced, you his servants, the descendants of Abraham, his chosen ones, the children of Jacob.")

This mindset was important as a safeguard against backsliding into disobedience against God.
