Commentaries on the cited verse (such as at https://biblehub.com/commentaries/numbers/11-4.htm) indicate that by "meat", the text was referring to fish, since the livestock that the people had with them were only sufficient or used for the sacrifices or burnt offerings required by the Law. (Perhaps there were also insufficient means in the wilderness to avoid the forbidden consumption of blood with the meat (Genesis 9:4; Leviticus 17:14).) (The discontent of the people with the manna that God miraculously provided later led in the same chapter to God sending quail that He intended for the people to eat to excess until they would vomit, as punishment for their ingratitude for His provision.)
