I would express it by characterizing discipling as teaching or instructing individuals with the goal of having them to become not merely learners (in this case about Christ and His teachings), but also active followers who are willing and able to obediently apply the principles and instructions that are imparted to them in their daily lives, and to teach others how to do the same.

Matthew 28:19: "Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost."

The disciples from the beginning of the baptism of John were called to be “fishers of men” and to preach and to repent for the kingdom of heaven at hand. (Mat 4:17,19) Then when the disciples had witnessed Lord Jesus's resurrection, He appeared to them until the day that He was taken up to heaven who were ordained to be part of the ministry and have the apostleship of Christ. (Acts 1:22,25) Lord Jesus by His teaching and the power that He was given, in heaven and on the earth whatever He has commanded to His disciples “to go to all nations” to make disciples, and practice and obey the command given by Him until the end of the world to come. (Mat 28:20)

These witnesses being disciplined “fishers of men” were revealed by the Lord that the power of the Holy Ghost will come upon them, and they will be the witness for our Lord Jesus in disciplining and teachings of our Lord Jesus. (Mat 28:20) These disciples will have signs that are the power of God given to them who would follow them, that believe in His name and would cast out devils and speak in new tongues. (Mark 16:15-18)

John 4:1-2: Jesus made and baptized more disciples than John, though He himself baptized not but His disciples did by His Word.
