All are sinners, but not all are believers, so yes, I believe some "prayers" go unheard. Also because we often don't know what we should be praying for. Thankfully the Spirit has us covered! Romans 8:26 "Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us with groanings which cannot be uttered."
Humanity's universal sinfulness gives no right to expect responses to prayer from a holy God on the part of anyone. Any such responses are acts of pure grace and mercy on His part (as well as for Christ's sake with respect to believers). Any prayers to which God does choose to respond are also done as a testimony on His part to the requester (as well as to others with whom the requester associates), with the goal of initiating or furthering the individuals' faith. Also, even seeming "no" or "not yet" responses are done for reasons that, in the omniscience of God, are for the individual's benefit (eternal, if not also temporal).
