Is there a time when a Christian shouldn't care for a relative ?

There is a sister in the church of Jesus Christ who has put her nephew out of the house after her mom died and he is living on the streets.

1 Timothy 5:8

ESV - 8 But if anyone does not provide for his relatives, and especially for members of his household, he has denied the faith and is worse than an unbeliever.

This situation depends on many things:

1.Who is this sister and what kind of person is she? Is she a true Christian or someone masquerading as one?

2.What were the wishes (if any) of the mom before she died? What kind of relationship did the mom have with her son? What was the relationship between the mom and sister? 

3. What sort of person is the nephew? Is he a mooch? Is he lazy? Is he combative? Is he abusive? 

Yes, if all things are equal, then this sister should offer the nephew a place to stay, but how old is this nephew? Is he of working age?

There are so many aspects to this situation that would need to be known before anyone judge whether this sister made the right decision. More details of what's going on behind the scenes would help.
