NKJV - 1 Now the angel who talked with me came back and wakened me, as a man who is wakened out of his sleep. 2 And he said to me, "What do you see?" So I said, "I am looking, and there is a lampstand of solid gold with a bowl on top of it, and on the stand seven lamps with seven pipes to the seven lamps.

I would say that God's Spirit is mentioned here because of God emphasizing His ability through His Spirit to achieve any objective, overcome any human opposition, or compensate for any human weakness in whatever form it may take, even when a situation may look desperate or even hopeless from a strictly human point of view.
Zerubbabel the governor of Judah was given the task of rebuilding the Temple of God in Jerusalem as we see in the book of Haggai. I believe the Lord was simply conveying the message to him that the task would not be completed by his own effort, but would be empowered by His Spirit. When the Lord sent the prophet Haggai to speak to Zerubbabel and Joshua the high priest, He encouraged them by telling them that He was with them. They were in captivity and the Lord was assuring them that His presence was with them, and they and the people of God were strengthened! I believe that it also speaks to us as the people of God, that anything we have received was not given by human effort, but by the power of the Holy Spirit!
