I know of no explicit answer to this question in Scripture, but I would surmise that it could have been a combination of John's parents having both been old when John was born (which might indicate that he had no relatives of a young age who could have seen to his burial); the closer proximity and greater number of his disciples (as compared to any possible family members) with regard to complying with established time frames for burial; and reluctance to incur the wrath of Herodias (if not Herod himself) by showing concern for John (even if done posthumously).
