The serpent poured water like a river out of his mouth after the woman.  What was the water a symbol of?

In my opinion, the symbolism of the water pouring from the serpent's mouth represents persecution and ill will arising not from governments and rulers, but from people themselves through their opinions and actions (similar to speaking of the "current" of popular will).
