NKJV - 6 And the angels who did not keep their proper domain, but left their own abode, He has reserved in everlasting chains under darkness for the judgment of the great day.

I would say that angels were created with free will to prove that God did not have to force them to be devoted to Him. Such compulsion would have made their devotion of no value (even though it also created the possibility that some might rebel against Him (as Lucifer and the angels who followed him did) in an effort to seize His power and authority. Then, after Lucifer's rebellion had failed, the angels who had not followed him could be validly "sealed" (or regarded as "elect").
