What is the law spoken of in Romans 10 verse 4? Is this referring to the ten commandments given to Moses?

AMP - 4 For Christ is the end of the Law [the limit at which it ceases to be, for the Law leads up to Him Who is the fulfillment of its types, and in Him the purpose which it was designed to accomplish is fulfilled. That is, the purpose of the Law is fulfilled in Him] as the means of righteousness (right relationship to God) for everyone who trusts in and adheres to and relies on Him.

The Law given by God to Israel (of which the passage known as the Ten Commandments (Exodus 20:1-17) is a part) is contained in the Old Testament books of Exodus, Leviticus, Numbers, and Deuteronomy. Despite the length of the presentation of the Law, Jesus Himself said (in Matthew 22:32-40) that the Law's entirety could be summarized in only two commandments: “‘Love the Lord your God with all your heart and with all your soul and with all your might." (Deuteronomy 6:5) and "Love your neighbor as yourself." (Leviticus 19:18).

No matter how the Law may be considered, Jesus (who was both fully God and fully human) fulfilled it in its entirety on behalf of all humanity through His sinless life, sacrificial death, and resurrection, since no mere human has ever been (or will ever be) capable of such perfect fulfillment or obedience.

Therefore, since all humans (and especially Christians) should still strive to obey the Law, that attempt at obedience is done out of gratitude to God for the salvation and eternal life that faith in Christ has already obtained for them, rather than as a means of actually saving themselves.

Romans 10:4: For Christ is the end of the law for righteousness to every one that believeth. 

The Lord God appeared unto Moses in the flame of fire on the “Mountain of God in Horeb.” When he was sent to Pharaoh, he then brought the Israelites out of Egypt. He had the righteousness to believe and do what God the Father commanded him to do. Moses was then given two tables of stone written with the Finger of God. (Exo 31:18) God the Father revealed the judgments he had to set before the people, and He would send an Angel “For His name is in Him” and obey His voice. (Exo 21:1/23:20-22) The “Lord whose name of God the Father was in Him,” then saw the people Moses brought out of Egypt, had corrupted themselves. For His anger was then to consume the people who were brought out of Egypt and have only Moses to be made a great nation. Moses besought with the Lord who was sent to him, and the Lord repented. For He had promised that He would multiply the sons of Abraham, Isaac, and Israel to inherit the promised land. (Exo 32:10-13/Gen 18:22/22:17-18) 

When Moses came down from the mount and saw the golden calf and the people dancing, his anger waxed hot. He cast the tables out of his hands and broke them beneath the mount. Moses had besought the “Lord God to repent,” who then repented, but Moses' anger waxed in him, which led him to cast tables and break the stone. (Exo 32:19) The Angel of God the Father whose name was in Him told Moses, to then hew two tables of stone and to write down the words of the covenant, the “Ten Commandments.” (Exo 34:1,27-28) For it was Lord Jesus the Angel of God the Father whose “Name was in Him” who led Moses, and who wrote on the hewed stones. (John 5:45-46/Luke 24:44) Lord Jesus was the end of the law of righteousness to the ones who would humble themselves and come back to Him. Lord Jesus was and is given the power on the earth to forgive all sins of those who would come and be brought unto Him. (Mat 9:2,6)

The Lord, who appeared as an Angel right during the time of Abraham and Moses, is revealed to us in the scriptures. He is the end of the law for the righteousness of those who humble themselves and come to Him. A time came when Miriam and Aaron spoke against Moses because he then married an Ethiopian woman. The Lord's anger was kindled against them, and Miriam became as leprous, as white as snow. Moses then cried out to the Lord in humbleness, who then gave her time to be healed. (Num 12:1,9-15) The Lord came down in the pillar of clouds and stood at the door of the Tabernacle and called Aaron and Miriam and spoke to them. Moses, to whom the Lord spoke mouth to mouth, was the prophet among the people. (Num 12:6-8) Lord Jesus reveals unto us that He came to fulfill the law of the prophecies given to the Prophets, for the forgiveness of sins. (Acts 13:38) For Moses wrote of Him when His wrath waxed hot, and Moses besought the Lord and He repented. (John 5:46)

Isaiah 53:10: Yet it pleased the Lord to bruise him; he hath put him to grief: when thou shalt make his soul an offering for sin, he shall see his seed, he shall prolong his days, and the pleasure of the Lord shall prosper in his hand.
