Dear Anonymous, in context of this Scripture in Romans 10:14-15, the Apostle Paul is referring to Israel who Jesus Christ was sent to preach the good news of the kingdom of heaven. 

Jesus told His disciples in Matthew 24:14, "And this gospel of the kingdom will be preached in all the world as a witness to all the nations, and then the end will come."

Please see Revelation 5:9-10, where it speaks of every tribe, tongue, people and nation.

Also, Revelation 7:9, speaks of the multitude before the throne and before the Lamb, clothed with white robes, with palm branches in their hands, etc.

Everyone will hear the gospel of Jesus Christ, the Savior of the world, and have the opportunity to receive or reject the grace of God that came through His Son!

What about those who never hear the gospel (Romans 10:14-15)?

However, how will they call on him in whom they have not put faith? How, in turn, will they put faith in him of whom they have not heard? How, in turn, will they hear without someone to preach? 15 How, in turn, will they preach unless they have been sent forth? Just as it is written: “How comely are the feet of those who declare good news of good things!”

How is Matthew 24:14 being fulfilled today?
Jesus foretold: “This good news of the Kingdom will be preached in all the inhabited earth.” (Matthew 24:14) 

What efforts do we make to preach to people?
Preaching wherever there are people. Like first-century Christians, we preach “from house to house.” (Acts 5:42) 

Jean Bernardi, a professor at the Sorbonne University in Paris, France, noted: “[Christians] were to go out and speak everywhere and to everyone. On the highways and in the cities, on the public squares and in the homes. Welcome or unwelcome. To the poor, and to the rich encumbered by their possessions.... They had to take to the road, board ships, and go to the ends of the earth.”

But yes, what about those who may not have a chance to hear the good news before the great tribulation strikes?

The Bible states that Goid and Jesus “do not desire anyone to be destroyed.” Instead, he wants “all to attain to repentance.” (2 Pet. 3:9; 1 Tim. 2:4)

We must acknowledge that God as of yet has not yet revealed to us what he will do in answer to this question. For example, we know that at Armageddon, people will be dealt with on the basis of how they have treated Christ’s brothers. (Matt. 25:40) 

It is unthinkable that God would automatically label as “goats” millions of people who live in lands where they never had an opportunity to respond to the Kingdom message. (Matt. 25:46) The righteous Judge of all the earth cares even more about these individuals than we ever could. We do not know how God will maneuver events during the great tribulation.

What ever happens we can be confident that Jehovah[the God of the Bible] will judge each individual in a perfectly balanced, righteous, and merciful way because as the scriptures tell us he does not require anyone to die" 2 Pet. 3:9;
