Dear Anonymous, I believe Paul's assurance that nothing would ever separate him from God's love came from his personal relationship with Jesus Christ. The apostle was a prisoner for preaching the gospel of Jesus Christ. He endured being persecuted for the sake of Christ. He was fully persuaded that God's love for him was an everlasting love and would never fail.
