If this person is doing something wrong, then I think your best approach is the Matthew 18 guide. Matthew 18:15-17 15 “If your brother sins against you, go and tell him his fault, between you and him alone. If he listens to you, you have gained your brother. 16 But if he does not listen, take one or two others along with you, that every charge may be established by the evidence of two or three witnesses. 17 If he refuses to listen to them, tell it to the church. And if he refuses to listen even to the church, let him be to you as a Gentile and a tax collector.
I'll start this off by saying "it depends." Ask yourself a couple questions- Is this issue something that is sinful? Is this issue something that is preventing others or yourself from hearing or rejoicing in the Gospel? Is this issue illegal? Who is a wise person in your life that you might speak to to try and talk out your thoughts about what is going on in your church? Ultimately, what does the Bible say about this issue, and how should it best be brought up? Should you refer to Matthew 18 and go by yourself, or with someone else? Above all else, God has put anyone that's in authority in authority (Romans 13:1) that includes folks in his Church! Submit yourselves to that authority until the point where that authority puts you in a position that you have to choose between obeying the authority figure, or obey God and his Word. Be humble in your approach to this situation. I know that approaching a sin issue is never easy, and challenging authority, even being justified in doing so, causes waves. Seek wisdom from someone you know and trust, and see the guidance of God's word on authority and, should this be a sin issue, about sin in particular! Best of luck, I know this can't be easy!
