1 John 4 tells us to test the spirits because of so much falsehood in the world. So it’s good that you are asking that question. First, if you have one, I would encourage you to start with your pastor.

If you have no pastor, start searching to locate a solid bible based church and get rooted.

To answer your question as succinctly as possible “voices” can come in many forms, i.e., audible, non-audible gut-feelings, etc. They ALL MUST be tested. Since the bible is mostly about what God wants us to think, be and do for HIM and His kingdom, we need to be focused on that at all times. So what is this “voice” leading you to think, encouraging you to be or prompting you to do? If the “voice” is of God it will be telling you to think, be, and do ONLY that which brings glory ultimately to the kingdom of God, not to yourself or anyone else.

Hope this helps to get you started!

Soli deo Gloria!

Don't be quick to act on what you see and or hear. Investigate the word received- the inspiration received- the dream received- the vision received........

Calm down relax don't be in a hurry become a student first thereafter run as the holy Spirit guides you.. Pro 19:2
(GNB) Enthusiasm without knowledge is not good; impatience will get you into trouble.
(CEV) Willingness and stupidity don't go well together. If you are too eager, you will miss the road.

Receiving the word of God but not accepting it as truth until personally studied
This Lesson can be taken from the Berean's. For them no matter the speaker's credentials investigation was compulsory. A true speaker of God welcomes and encourages that priority.
Act 17:11 The people of Berea were more open-minded than the people of Thessalonica. They were very willing to receive God's message, and every day THEY CAREFULLY EXAMINED the Scriptures to see if what Paul said was true.
(BBE) Now these were more noble than the Jews of Thessalonica, for they gave serious attention to the word, searching in the holy Writings every day, to see IF THESE THINGS WERE SO.
(ERV) The people in Berea were more open-minded than those in Thessalonica. They were so glad to hear the message Paul told them. They studied the Scriptures every day TO MAKE SURE that what they heard was really true.

Action of the Holy Spirit? Healing received under false teaching?
Our Safe Mode: We are not moved by miracles but we are first moved by the word, then the miracle.
Miracles will not determent the word to be true if the word is not in accordance with the bible.

Paul found that Christians can easily be swayed into falsehood.
Gal 1:6 I marvel that ye are so soon removed from him that called you into the grace of Christ unto another gospel:
Note Paul says "another gospel". The devil the deceiver don't take you away from Christianity but he mess up the teaching as indicated in Deuteronomy 13:2. usher in "other gods"

For us today "other gods' is seen in slain in the spirit, laughing spirit, barking spirit etc. Any added manifestation not found in the Holy Scriptures.
Deu 13:1 If there arise among you a prophet, or a dreamer of dreams, and giveth thee a sign or a wonder,
Deu 13:2 And the sign or the wonder come to pass, whereof he spake unto thee, saying, Let us go after other gods, which thou hast not known, and let us serve them; (sign or wonder used for the purpose of getting a doctrine through a doctrine with added un-biblical content with a godly flavour).
Deu 13:3 Thou shalt not hearken unto the words of that prophet, or that dreamer of dreams: for the LORD your God proveth you, to know whether ye love the LORD your God with all your heart and with all your soul.
Our Church is in a mess because of all the false doctrines it accepted. It sounds real it taste real it looks real and it is spine-tingling but it must pass the test of Gods word.
Remember there are paradoxes in Gods word. We must know it because the devil uses God's word like he did with Jesus in Mathew 4:5-7. False doctrines run on part of the word of God and also on twisting the word of God. 2Pet 3:15-16. Its close.
A good guide: If The New Testament don't promote it explicitly get advice prayerfully from two or three more Christian bible teachers.
We believe in non-contradictory exception to the rule but as long as you don't make the exception the rule. The rule has been laid down in the New Testament Epistles for the Church of Christ. Nothing can be added.

Jud_1:3 Beloved, although I was very eager to write to you about our common salvation, I found it necessary to write appealing to you to contend for the faith that was once for all delivered to the saints.

And that is how do we discern if the voice we heard is God's voice and not the devil's

We are given scripture to help us identify the spirit or people who say that they have the truth, here are 2 such scriptures:

Isaiah 8:20 To the law and to the testimony! If they do not speak according to this word, it is because there is no light in them.

1 John 2:4 He who says, “I know Him,” and does not keep His commandments, is a liar, and the truth is not in him.

God said that his children hear his voice, he calls them by name and the voice of a stranger they will not follow (John 10:5). Examine your soul to ascertain if I indeed God spoke to you. If you are not sure ask him and pray that he makes it easier for you to know him.
