No, it is a weather phenomenon. Obviously, He is in control of thunder, but if that is God talking, then what is rain or snow? Thunder is a sound caused by lightning. The increase of heat and pressure from lightning causes a rapid expansion of air that creates a shock-wave, similar to a sonic-boom.
The sound thunder produces is just a natural effects of charged particles occurring in the sky. It occurs along with lightning, so it is an evidence and manifestation of one of the many things put in place by God to regulate the earth. This is a natural phenomenon. God speaking to man is spiritual, though the hearer may think they are hearing the voice physically. The sound of thunder is not God talking to us.
