Jeremiah 17:9 states that "the heart is deceitful above all things, and desperately wicked." Unbelievers fool themselves into believing that they can live without God, that they set their own standards (of which some can be VERY evil indeed), and that no one will judge them.

It's pride, plain and simple. If I acknowledge that I am evil, and will be judged someday because of that evil, then I admit that I am NOT the captain of my fate. And to take it a step further and admit that there is nothing I can do to earn God's favor, that renders me helpless... Not something my pride wants to admit. 

No wonder God hates pride! It keeps us from coming to Him.

Romans 3:12 "There is none that understandeth, there is none that seeketh after God."

Romans 8:7 "Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be."

1 Corinthians 2:14 "But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned."

Bottom line? They have not been "quickened" or made alive by and through the power of God's Holy Spirit.
