The first offering for sin was in the garden and instituted by God. Gen. 3:21 "Also for Adam and his wife the LORD God made tunics of skin, and clothed them." Heb. 9:22 "…and without shedding of blood there is no remission." Animal(s) lost their life, shedding their blood, to provide a covering for the nakedness of Adam and Eve due to their sin of disobedience (eating the fruit God told them not to eat, Gen. 2:16-17)
Lev 8 Moses under the command of God. 1 And the LORD spake unto Moses, saying, 2 Take Aaron and his sons with him, and the garments, and the anointing oil, and a bullock for the sin offering, and two rams, and a basket of unleavened bread; 3 And gather thou all the congregation together unto the door of the tabernacle of the congregation. 14 And he brought the bullock for the sin offering: and Aaron and his sons laid their hands upon the head of the bullock for the sin offering. 15 And he slew [it]; and Moses took the blood, and put [it] upon the horns of the altar round about with his finger, and purified the altar, and poured the blood at the bottom of the altar, and sanctified it, to make reconciliation upon it.
