What does it mean in Heb 8:11 that they will no longer say to one another 'know the Lord', because they 'all will know me'?

Is the promise God made to Israel in Hebrew 8:11 yet to be fulfilled, or has it been fulfilled?

Hebrews 8:11

ESV - 11 And they shall not teach, each one his neighbor and each one his brother, saying, 'Know the Lord,' for they shall all know me, from the least of them to the greatest.

This promise has not yet been fulfilled. It will be fulfilled at the time of 
Num. 14:21 "But as truly as I live, all the earth shall be filled with the glory of the LORD." The most likely time would be with the new heaven and new earth, after the New Jerusalem descends to earth, and when the former things are passed away. This is the time of the physical resurrection of Rev. 21:1-5.
