Is the Spirit of adoption in Rom 8:5-17 connected to the Spirit of God who was promised in Ezekiel 36:27?

Ezekiel was a visionary. Much of his message centers on inner conversion. You might say a new heart, a new spirit.

Ezekiel 11:19 "I shall give them a single heart and I shall put a new spirit in them; I shall remove the heart of stone from their bodies and give them a heart of flesh, so that they can keep My laws and respect My judgements and put them into practice."

John 4:24 Jesus said, "God is Spirit, and those who worship must worship in spirit and truth."

John 16:13 Jesus says "...when the Spirit of truth comes He will lead you to complete truth since He will not be speaking of His own accord."

Acts 2:4 "They were filled with the Holy Spirit..."

When we truly believe the gospel, the Holy Spirit comes into our heart as our guide.

Romans 8:11 " and if the Spirit of him who raised Jesus from the dead has made his home with you, he who raised Christ Jesus from the dead will give life to your own mortal bodies through his Spirit living in you."

My conclusion is yes, these verses are connected. Praise Him!

Yes, it is The Holy Spirit who opens the eyes, convicts of sin and gives us a new heart. In this sense there is a connection between the verses you referenced but this is as far as it goes. 
Ezekiel is addressing Israel and writing concerning their future restoration, not the New Testament church. There is no reference to the church.
