Since there are other references in the gospels (such as Matthew 9:4 or Matthew 12:25) to Jesus knowing people's thoughts, my personal opinion is that the referenced verse does not reflect a lack of omniscience on Jesus' part. (In other words, Jesus knew who had touched Him). Instead, Jesus asked the question for the purpose of having the woman who had been healed provide a witness of both her personal faith and her healing to the crowds that surrounded Jesus.
Mark 5:30: And Jesus, immediately knowing in himself that virtue had gone out of him, turned him about in the press, and said, "Who touched my clothes?" Every child of God the Father is drawn to the Shepherd our Lord Jesus, for no man can come to Him except the Father who sent Him, draws the child to our Lord Jesus. (John 6:44) For the woman said in her right spirit which is the wisdom of God given to her, to lead her path to righteousness, “If I may touch but His clothes, I shall be whole.” God-given wisdom in your spiritual understanding leads you to discern, for when she touched His garment, the fountain of blood dried up, for then “she felt in her body she was healed of the affliction.” The disciples, knowing the multitude thronging all around our Lord Jesus, failed to discern that every child of God who is called is being given a “new heart and a new spirit of wisdom” which is sprinkled with clean water, for the Spirit of the Lord which then comes within you, leads you to walk in His ways. (Eze 36:25-29) Lord Jesus, knowing in himself the virtue that had gone out of Him, wanted all who were with Him to witness her presence and to restore unto her the joy of salvation, for now she was created with a clean heart and with a right spirit. (Psalm 51:10-12) Heavenly Father leads every child who goes through a storm in life to discern in the right spirit, but at times we lose our faith in the circumstances we go through. Just as the woman going through this storm for twelve years could lead one to lose “one’s faith.” The disciples saw all the wonders that the Lord did, yet lost their faith in our Lord Jesus, knowing God the Father that sent Him into this world. For it came to pass on a certain day when He went with His disciples on a ship, He fell asleep and there came a storm, and the disciples were filled with water and were scared that they would perish in this storm and then they woke our Lord Jesus letting Him know that they would perish. Lord Jesus asked them, “Where is your faith?” Ezekiel 36:29: I will also save you from all your uncleannesses: and I will call for the corn, and will increase it, and lay no famine upon you.
