In my opinion, by "these little ones", Jesus is referring to anyone (even a born-again believer) who has not yet acquired enough wisdom and discernment of their own to be able to distinguish truth from error, or to comprehend the more complex subjects or questions of Christianity -- whether that inability should arise from a person's chronological age and lack of life experience, or from a person's "immaturity" in the faith. (Paul used the same imagery in 1 Corinthians 3:1-4 when speaking of having to tailor his teaching to feed new believers spiritual "milk" because they were not yet ready for "meat".) In passages like the one cited in the question, Jesus especially condemns those whom God has placed in a position of trust over such people (such as parents or religious leaders) who for their own motives or advantage, deliberately hinder or mislead such "little ones", and prevent them from coming to a knowledge of that truth.
