Isaiah 19:23 - 25
ESV - 23 In that day there will be a highway from Egypt to Assyria, and Assyria will come into Egypt, and Egypt into Assyria, and the Egyptians will worship with the Assyrians. 24 In that day Israel will be the third with Egypt and Assyria, a blessing in the midst of the earth.

In Isaiah 51:9-11 we are reminded of the rescue of the Hebrews from bondage in Egypt. The love and the protection that God gave to the people. These "My people" as God calls them were given a very special message to deliver to the world. Isaiah 40:8, "...the Word of God shall stand forever." God's message will be delivered. Israel refused to cooperate and has suffered greatly. God has promised an everlasting Kingdom. Isaiah chapter 53 describes the sacrifice of Christ the Savior that was rejected, Israel should have seen their Savior. The chosen people have been scattered throughout the world as a result of their disobeying God. One day the people will be back in their land. They will do God's work. I believe that the highway spoken of is referring to Isaiah 11:16, "And there shall be an highway for the remnant of his people, which shall be left, from Assyria; like as it was to Israel in the day that he came up out of the land of Egypt." Notice this speaks of "the remnant". This leads me to the Kingdom, I mentioned earlier. The highway represents a reunion between God and "His people". They will be instrumental in bringing salvation to Egypt, and Assyria. (Interesting aside, Israel and Assyria were always enemies of Israel..) But now all people will be blessed. Israel being 1/3, Egypt being1/3, Assyria being1/3. Israel, the chosen People, Egypt and Assyria the remaining 2/3, representing all the Gentiles in the world. Zechariah 12:8 thru chapter 14 describe the coming Kingdom. I believe the highway is a spiritual highway, not a physical highway that has been built. It is a coming home to God for all that Love Him.
My opinion is that this highway is physical and connects the former enemies of Israel (Egypt and Assyria) with Israel. This will be at a time when all three will be blessed by the LORD (Isa 19:25). If this highway existed even now it would be of great economic benefit to the three nations. We must understand that the nation called Assyria may not have the same identical name in the future at the time the highway is built, but it would possess its general spiritual characteristics. Verses 19:20-21 state that the LORD will send a great savior to Egypt and as a result the Egyptians will do sacrifice and oblation, in other words, be converted to the LORD's religion. Who would this savior be? It is no doubt Christ himself. This places the time for the construction of the highway sometime early during the 1,000 year reign of Christ and his saints. The conversion of Egypt during this time period won't be very easy, as verse 19:22 suggests that Egypt must rebel first and be smitten by the LORD, so it can be healed and return to the LORD. Even in the Resurrection Age, after the Great White Throne judgment, Egypt is mentioned in particular (Zech. 14: 16-19) as a nation that will be punished for not observing the Feast of Tabernacles as they are required to.
