The phrase 'all of creation' does mean exactly that; all of creation. Just as everything that was made was subject to death after Adam's fall in the garden of Eden, and all elements of earth has been tainted by man's sins, (vs. 20), so will earthly matter receive freedom when Christ returns to restore all things unto Himself. (vs 23)
My opinion is that "all creation" could be human beings or all of life. See the different translations of Romans 8:22 -- ROMANS 8:22 KJ21 For we know that the whole creation groaneth and travaileth in pain together until now.
