As Jesus said, all we need to do is open our eyes and look around. Everywhere around us are people who need to hear the gospel, and who are subject to all of the material and spiritual forces in this life and world that seek to pull people away from God, and to divert their thoughts from eternity. Looking at everyday situations from that perspective will sensitize us to opportunities for outreach, such as Jesus' conversation with the Samaritan woman at the well that immediately preceded the verses cited in the question (John 4:7-26). It began with a seemingly mundane request, but then developed into a discussion of spiritual truths. As Christians, we should be living in a manner that causes people to notice that we are different (in a positive way) from others, and that prompts them to ask us (as Peter mentioned) the reason for the hope that is in us (1 Peter 3:15), in response to which we should always be prepared to tell them about Jesus. This will then draw others to us, as happened with the woman at the well causing the entire town to come to hear Jesus (John 4:28-30).
