I would say that there are recorded instances where God answered the prayers, needs, or repentance of people who either would be considered wicked or idolaters (such as King Ahab (1 Kings 21:7-29)); or were non-Israelites (such as Hagar the Egyptian (Genesis 21:15-21); the Ninevites (Jonah 3); the Syrophoenician woman (Matthew 15:21-28); or Cornelius the Roman centurion (Acts 10)). However, those answers were always within the context of the prayer being made to God, or of the person's knowledge that the response was from God, rather than being to or from a false deity.

Based on that, it would appear that God can in grace and mercy respond to the prayers of non-believers, but only if those prayers are directed to Him. But, as God also said, anyone (not just someone who is already a believer) who seeks for Him with all his heart will find Him (Jeremiah 29:13).

Yes He does, a prayer of repentance and acknowledgement that Christ is the Savior and the Messiah and that Muhammed is not the last prophet of God but Christ is.

The God of the Bible is distinctly different from the god of Islam.
