Yes, there were such instances, and the Bible recorded them. in 2 Kings 6:24-29, the people of Samaria in the northern kingdom of Israel (consisting of the ten tribes of Israel that broke away from the tribes of Judah and Benjamin after the death of Solomon (1 Kings 12:1-20)) were in such desperate circumstances of famine when being besieged by Syria in judgment for their sin that they sank even further into depravity by resorting to cannibalism. There are other passages in the prophets, where it is indicated that God would bring or had brought judgment so dire upon the people because of their sin and wickedness that they would or did become cannibals, such as: Jeremiah 19:9; Lamentations 4:10; Ezekiel 5:10.
