The devil, or Satan, was originally created by God as one of His angels. However, his pride in his own beauty and power led him to rebel against God, and attempt to overthrow Him. As a result, God cast him out of heaven, along with the angels that had joined him in his rebellion. (It was this event that Jesus (in His pre-incarnate eternal existence as the Second Person of the Trinity) had witnessed, and to which He was referring in the verse cited in the question.) (This event is described in symbolic terms in Isaiah 14:12-15 and Ezekiel 28:12-19.)
