I would say because God, being omniscient, knows when repentance is sincere and genuine, as opposed to when people are behaving from other motives (such as selfishness), or going through external motions or rituals in an attempt to get something that they want without feeling real sorrow for their actions. (As the prophet Joel advised Israel in regard to repentance, "Rend your hearts, and not your garments." (Joel 2:13)). God cannot be "conned", "played", or duped. Also, even sincere repentance for past actions does not guarantee escaping negative temporal consequences from those actions. There may still be lessons that need to be learned for the person's eternal benefit in order to truly instill in the person the proper perspective toward God.
