In my opinion, Samuel was referring to any of the false gods or goddesses worshipped by any of the multiple nations or peoples who occupied the land that God had promised to Abraham and his descendants (who, by Samuel's time, were the twelve tribes of Israel). As far as I am aware, although some of these false deities were regarded by their followers as more powerful than others, it would be very difficult to name or catalog them all, since, taken together, they numbered (by my understanding) in the thousands (over 8,000 by one count), and covered almost every imaginable aspect or activity of daily life. Worship practices for some of them also involved human sacrifice. Some of the more prominent ones included Asherah (or Ashtoreth), Baal, Baal-zebub, Chemosh, Dagon, El, Milcom, and Molech.
