I would say that, although God is omnisicent, and thus cannot "accidentally" forget anything, He is also capable (as noted in verses such as Isaiah 43:25 and Jeremiah 31:34) of willfully forgetting (as He does with forgiven sin). Here, David is asking that God not allow Himself to forget the past mercies that He has shown not only to him, but to Israel as well. At the same time, however, David also asks God to forgive and forget the things that he had done wrong, and to save him from his enemies. David supports this request by indicating a spirit of humility, and a willingness for God to teach and guide him.
